Would it mean that eternal-september refuses the NoCeMs from usenet.ovh but
paganini accepts them ?

In this case it means that after an update to INN INN::Config.pm

It feels strange to be pointing at GG messages as not being spam!
Newsgroups are broken by neo-nazi administrators, You rarely see
identical messages around the globe. This filtering and NoCem nonsense
should stop and let users decide what they want to see and what not. the
alternative is to have private servers where users join them to read and
post only for that server. Peering should be blocked for those servers.
Looking at it, that is where we are heading.

Users can already do that. Just use a new server that does not honor the nocems that are being sent. They exist.

On the contrary, some news server admins appreciate the nocems, and express so in private communication. There will always be servers that don't use them (nocems), and that's a good thing too. It gives users a choice, which they is how things currently operate.
